You have to clarify if the foreign player is from a Tornado-playing country or not.
A foreign visitor from non Tornado leagues could very well be put in amateur, even if they are ranked pro in their other-table league, and especially if vouched for by several known pros and promasters on this continent.. But yes, any player ranked pro in his or her Tornado league in the 5 or so countries outside the North American continent should start at least at semi-pro.
And if they win an event, they should be bumped up to the next level by the time of the very next tournament at least one year after they won their first event on tour. Every player should get at least a whole rookie or amateur or semipro first year on tour. But only one.
