Can someone explain the purpose of the serving hole?
Is it actually used to serve? If so how?.... What are the protocols about putting in?

Serving holes....some table have them, some tables do not.
Most players who play tournaments no longer use the serving hole (if present), and serve according to the ITSF rules. Many non-tournament players around the world who play on a table with a serving hole still use it to serve the ball.
the protocols would be...make sure your opponent is ready, push the ball through the hole. for protocol without a serving hole, and per ITSF rules please refer to
