Difference between Counter-balanced men and none?

I have not play foosball for over 20 years. just got started and got a table already but I like to know the Difference between Counter-balanced men and none? Thanks.

When you lift the men up, either feet in the air or place the men horizontal to the table, they stay there.  Whatever position you rotate a rod to, it stays.  The difference between the men themselves (on tornado) is a small weight in the head of the man so that weight of the man that is on one side of the rod equalls the weight on the opposite side of the rod.  Other than the metal weight in the head, the men should be identical (on Tornado).
