I would check out this article -
http://www.foosballsoccer.com/blog/foosballgear-properfoosballlighting
It recommends the fooslight, but if you don't have enough money you can just get a shop light from any hardware store and spend less than 30 bucks. You could also look on craigslist for a pool light that might have a beer brand on it if you're foosball table is in your bar.

Thanks I'd like to get a light that attaches to the table rather than suspending one. I have a finished basement and the table is below a heat duct.

Fooslight and a few other foosball light setups use this exact shoplight, which is called Performance Plus Shoplight PPS232RC by American Fluorescent. You can buy one at Sears for $29.99 + tax:
http://www.sears.com/shc/s/p_10153_12605_03489031000P
Then you'll need (2) T12 tube protectors (about $6 a pair):
http://www.homedepot.com/h_d1/N-5yc1vZ1xj8/R-100173390/h_d2/ProductDisplay?langId=-1&storeId=10051&catalogId=10053
Also need a 2 pack of 40 watt fluorescent lights (about $5):

Lastly you can either just buy the Fooslight stands only for $70/shipped here:

Doing that should save you about $25-$35 as opposed to buying the full $150 kit (which you would still need to buy the 2 fluorescent lights), also depends on how much tax and how much gas you spend in picking up those parts above.
Or you can just ghetto-rig your own, out of wood or something and just screw this light onto a 2 x 4 and then somehow mount it to the table. I've also seen lighting rigs done with 2" PVC which looked ok too... This would set you back about $10-$20 in parts and then you need to consider your time. Actually I just thought of a cool/sturdy and inexpensive way to do it with galvanized steel pipe used for natural gas, Home Depot will even custom cut the galvanized steel pipe for you...and they should have all the fittings and stuff that you can just grab off the shelf. I'm 1/2 tempted to just build one just for kicks and posting it up here as a DIY project.
